Yes, the Saturn was mainly made for 2D games. And yes, that's one of the reasons it failed in the states, because gamers in America insist upon 3D (the majority, that is). Two other reasons for the Saturn's failures are Bernie Stolar (ie., bad localization decisions, and I'm holding him personally responsible), and the fact that the PSX could decode a MPEG stream from the CD in hardware, while the Saturn had an inferior FMV compression system - this lead to Square choosing the PSX over the Saturn as the system they'd release Final Fantasy 7 on, and the rest is history.
